My problem when I execute pgadmin2.exe
is this:
 
Error '429 en tiempo de ejecución:
El componente ActiveX no puede crear el objeto
 
How can I resolve this problem?

Try (re)installing MDAC 2.6 or higher from www.microsoft.com/data.
