Installation Problem

I am running Windows 2000 with all of the latest updates as of Feb 28,
2002.  When I try to install pgAdmin II (v.1.2.0) I get an installer
error message:

   Error 1931.  The Windows Installer service cannot update the system
   file C:\WINNT\System32\hhctrl.ocx because the file is protected by
   Windows.  You may need to update your operating system for this
   program to work correctly.

I tried this a both a user and administrator.

If I click "Ok" it tries to proceed and complains about the file:
C:\WINNT\hh.exe usine the same verbage.

Don't worry about this error - it's misleadingly serious sounding :-)

It's actually perfectly normal on w2k and everything should work fine
despite it.
