Thread: [pgAdmin4]: Reload configuration Fix

Hi,

There was an issue in the previous commit for the reload configuration regarding the enable/disable menu.

Issue:-

"Reload configuration" option is also enabled on the database node.

It should only enable on server node.

Please find attached patch file for the fix.
