Thread: pgAdmin III commit: Build static libraries as well on Windows for those

Build static libraries as well on Windows for those of us that have to maintain older versions of pgAdmin. Build wxrc
andhhp2cached at the same time, and update scripts to call them directly from the wxWidgets directory.
