At the moment, system languages aren't displayed because they don't have
a call handler. This could be fixed, making a GetSystemObject method
necessary. Your code  breaks user language, because it will only display
languages that have a validator, but validators are optional for user
languages. plpgsql wouldn't show up any more with your change, and
lanispl is always true for user defined languages.

The missing check for (browser) is a bug, and needs to be fixed.
