Easy (please taylor to your programming language):
BEGIN TRANSACTION;
INSERT INTO notes (fields)
VALUES (new stuff);
$variable = SELECT CURRVAL('name-of-sequence-for-notes_id')
INSERT INTO palm_memos (notes_id, other fields)
VALEUS ($variable, other fields);
END TRANSACTION;
