Something along the lines of:

| UPDATE table SET attribute = 'something' WHERE primary_key = 'id';
| INSERT INTO table (primary_key, attribute) SELECT 'id', 'something' WHERE 'id' NOT IN (SELECT primary_key FROM
table);

should achieve that.
