It is special syntax to avoid escapes:
shs-dev=# select '("b",0)'::y;
y
-------
(b,0)
shs-dev=# select ('("b,",0)'::y).c;
ERROR: value too long for type character(1)
LINE 1: select ('("b,",0)'::y).c;
