I had the same problem ,,,  I don't know if you solved this already . but
the documentation on bzip2 is bad, (inconstant)... I ended up downloading
the windows version of bzip2, unzipping the bzip2 package using windows,
then untaring in bash in cgywin.

The ggywin unload proces is slick, but they give you a million options, and
don't tell which is required and which is not for postgres. If you search
through the cygwin install list, there is a bzip2 installation pack, also
remember to install the GCC pack (If you installed it the way I did, this
will be your next failure).

These are both required for the postgreSQL win install.
