I'm having problems upgrading from 7.1 to 7.2.  I'm using a Debian package,
which says to run:

su - postgres
postgresql-dump -t db.out -dcivlp $PGDATA/../data.save

When I run this, I get the following:

$ postgresql-dump -t /billing/dump_database/db.out -dcivlp
