That changed the error message to :

megasys=# COPY acct FROM '/home/megasys/acct.dmp.new' USING DELIMITERS
'\t' WITH NULL AS '\\N';
ERROR:  copy: line 1, Bad numeric input format ''

Try:

    COPY acct FROM '/home/megasys/acct.dmp.new' USING DELIMITERS
'\t' WITH NULL AS '\\N';
