Creating a new control structure to do handle this seems odd. However,
one could easily have the same effect using a nested if. Using the
pl/pgsql ELSIF construct, it's pretty straightforward.
IF foo IS NULLTHEN ...
ELSIF fooTHEN ...
ELSE ...
END IF;
