v21 is a quick rebase over HEAD, which has adopted a few pieces of
v20. I've also fixed a race condition in the tests.

0001 has been pared down to the part that teaches jsonapi.c to use
PQExpBuffer and track out-of-memory conditions; the linkage questions
remain.
