Hmm, I'm not an Ubuntu user, but I grabbed a copy and gave it a try
and found I needed to install the following:

qt5-default
python-dev
libqt5webkit5-dev

That was enough to build the runtime - of course, there's more to do
to get the Python side going, but the README should help with that.

One caveat - for v1.2 we're moving from QtWebKit to QtWebEngine by
default, plus we have some other fixes in the runtime to make it more
stable. Unfortunately it seems that Ubuntu don't yet include
QtWebEngine, though it is on it's way according to
https://bugs.launchpad.net/ubuntu/+source/qtbase-opensource-src/+bug/1579265/comments/6
