you can pass a table name as parameter only:
CREATE FUNCTION foo(tablename text)
RETURNS SETOF text AS $$
BEGIN
RETURN QUERY EXECUTE 'SELECT content FROM ' || quote_ident(tablename);
END;
$$ LANGUAGE plpgsql;
