It's more complicated then that as I found out.

First you will need to go into ~/.pgadmin and move pgadmin4.db out of
the way.

Then follow the instructions here:

https://www.pgadmin.org/docs4/1.x/desktop_deployment.html#configuration

Before you run the python setup.py part you will then have to install a
lot of  Flask dependencies:

Flask-Babel==0.11.1
Flask-Gravatar==0.4.2
Flask-Login==0.3.2
Flask-Mail==0.9.1
Flask-Principal==0.4.0
Flask-Security==1.7.5
Flask-SQLAlchemy==2.1
Flask-WTF==0.13

also:

django-htmlmin==0.9.1

Then run python setup.py.
