This sounds like a perfect candidate for a LEFT OUTER JOIN. See:

expressions.html#QUERIES-FROM

Yours would looks something like:

SELECT *
FROM ...
LEFT JOIN candidate AS c
ON <...>.omcr_id = c.omcr_id
AND ...
