Something along lines of:

CREATE OR REPLACE FUNCTION public.count_test(integer)
 RETURNS bigint
 LANGUAGE sql
AS $function$
select count(*) from F_BUILDINGS where B_PRIMARY_SEQ=$1;
$function$
