You can certainly participate.  Do keep in mind that the conference is
in English -- you might want to do a 1-hour talk instead of a tutorial,
which is hard to manage in a foreign language.

Some speaker travel funds are available, but they're limited by budget.
 However, see if you can get your talk accepted first.
