Sure, go for it. The buildfarm code is entirely public, 
<https://github.com/PGBuildFarm/client-code> and the documentation lives 
on the wiki: 
<http://wiki.postgresql.org/wiki/PostgreSQL_Buildfarm_Howto> and an be 
edited by anyone with edit privs there.
