Users can not run the system.

If this is a Windows system with a 3rd party software firewall (Windows Firewall is OK, anything else isn't) then remove or disable the firewall and see if the problem goes away.

Otherwise, more info please. PostgreSQL version, OS and version, client program, whether the client program is using psqlODBC, pgJDBC, libpq directly, etc.
