Two hints:
* Read about configuring and using persistent database connections
   (http://www.php.net/manual/en/function.pg-pconnect.php) with PHP
* Use a connection pooler such as pgpool-II
   (http://pgpool.projects.postgresql.org/)

Using both techniques together should boost your performance.
