It is probably easiest to remove the quote with a script
(like the following perl program).

while(<>){
    chop;
    @a = split(/\t/,$_);
    @a = map { s/^"(.*)"$/$1/; $_; } @a;
    printf "%s\n", join("\t",@a);
}
