i.e. CreateStmt:  CREATE OptTemp TABLE relation_name OptUnder USING  '('
OptTableElementList ')' OptInherit

This will accept "CREATE TABLE foo USING (aa text);"

but this...

CreateStmt:  CREATE OptTemp TABLE relation_name OptUnder '('
OptTableElementList ')' OptInherit

won't accept "CREATE TABLE foo (aa text);"
