This inconsistency will be gone in 8.3:

regression=# select * from t1 where kod = 902;
ERROR:  operator does not exist: character varying = integer
LINE 1: select * from t1 where kod = 902;
                                   ^
HINT:  No operator matches the given name and argument type(s). You might need to add explicit type casts.
