Yes.  There is precedent already, see the existing code in
ProcessConfigFile:
       /*        * To avoid cluttering the log, only the postmaster bleats loudly        * about problems with the
configfile.        */       elevel = IsUnderPostmaster ? DEBUG2 : LOG;
