1. Beta which, exactly?

2. Have you ANALYZEd both tables lately?

3. If so, try this to see what it thinks the cost of the reverse plan
is:

    begin;
    alter table common.string drop constraint pk_string_stringid;
    explain analyze ... same query ...
    rollback;
