Hi Ashkar,
generally, to debug these things, tell apt to install the packages it
said it couldn't install:
apt install pgadmin4-common
apt install libapache2-mod-wsgi-py3
apt install httpd-wsgi
That will usually print better error messages.
Are you on Debian Stretch?
If that doesn't help, post the full output here.
