Afaics, that's citus independent, and coming from postgres code.
Makefile.port:
ifeq "$(findstring sparc,$(host_cpu))" "sparc"
CFLAGS_SL = -fPIC
else
CFLAGS_SL = -fpic
endif

I'm not clear why citus triggers this, when other extensions don't?
