Nope. Its any index.
You can provoke it with:
begin;create unlogged table foo (a int primary key);truncate foo;rollback;
or
begin;create unlogged table foo (a text);truncate foo;rollback;
The problem is this tidbit from tablecmds.c's ExecuteTruncate:
