The passive form of this phrase would be "is affected," instead of "is
effected," or (my preference) change to an active construction like:
   <literal>EXECUTE</literal> changes the output of <command>GET   DIAGNOSTICS</command>, but does not change the state
of  <literal>FOUND</literal>.
