Initial Comment:
Experimental Enhanced Branch psqlODBC 07.03.0260 throws an empty ODBCException when you try to connect without
specifyinga password in the connection string. 

I am submitting this as a bug because the non-experimental psqlodbc branch would throw an ODBCException with an
exceptionmessage along the lines of "no password supplied" which you could use to diagnose the problem. 

I am running psqlODBC 07.03.0260 under Windows XP. My code is running C# with Visual Studio 2005.

Sample code to reproduce:
