You could add an appropriate command to your PostgreSQL startup
script.

PostgreSQL doesn't have a scheduler -- most operating systems have
one (e.g., cron on Unix-like systems), so that's what people use.

(BTW, it's "PostgreSQL" or "Postgres", not "Postgre".)
