Yes, I meant run mkgroup:

    $ mkgroup --help
    Usage: mkgroup [OPTION]... [domain]...
    Print /etc/group file to stdout
    [snip]

/usr or /var?

It should be in /var/log/postmaster.log.

Is the Cygwin bin directory (e.g., C:\cygwin\bin) in your system path?
