I provided the source for exactly the above reason.  Anyway, you can
download a pre-built version from here:

    http://archives.postgresql.org/pgsql-cygwin/2003-05/bin00000.bin

or build it yourself.

Yes, I read it but after responding to your previous post.

No, but this is another area to investigate.  However, remember that I
recently tried installing PostgreSQL on XP Pro SP1 and it behaved just
like 2000 SP3 for me.
