Char selectivity - Mailing list pgsql-hackers

I just committed this fix:
 * Change FIXED_CHAR_SEL to 0.20 from 0.04 to give better selectivity (Bruce)

I believe we decided on 0.20 but didn't put it into 7.2 because we were
in beta.
