Access control is defined by the text file pg_hba.conf.  The default setting
in this file is

  local all trust

which means that anyone on the local machine can log into any PostgreSQL
database as any user, without having to give a password.

Read the comments in pg_hba.conf and alter it to suit your desired access
policy.
