works like a champ on DEBIAN 2.2 (aka potato)...

    # /etc/apt/sources.list
    deb http://www.samfundet.no/~tfheen/debian potato main

just

    apt-get install postgresql{,-doc,-dev,-client}

and you're off to the races.
