Actually you don't really need any rights to do this.
 
Anyway, I have setup and admin folder in /usr/local/www/www/admin (http://wwwdevel.postgresql.org/admin/). In there is a .htaccess file which shouldn't need to be touched. There is also a password file (/usr/local/www/portal.htpasswd) which contains the passwords. I have added myself for now, but anyone in the www group can add an account for themselves using something like:
 
% htpasswd /usr/local/www/portal.htpasswd <username>

It's very simple, but does the job without requiring any special code.

How do you check the users?

Per apache or per application

.htaccess and htpasswd are apache things but they can be use with mod_auth

please bring light to my dark place :-)
