Peter Eisentraut mentioned in the email regarding the unix build of
psqlODBC that the non-multibyte builds should now be removed from the
Windows build as it is no longer required.
We have only distributed Multibyte releases for a while now, so I have
no problem with this but don't have time to hack the makefiles right now
- can someone else take a look please?
