There are a number of programs that can be a Postgres client. If you are
talking about pgAdmin4 then:
https://www.pgadmin.org/download/windows4.php
Old version(pgAdmin3, not supported):
https://www.pgadmin.org/download/windows.php
If the above are not what you are looking for then you will need to be
more specific about what client you want.
