For Postgresql to run on windows you need to install Cygwin
(www.cygwin.com). This comes with a pre-built postgresql so all you need to
do is download cygipc & run that (I can't remeber the address of hand, but
its in the archives (searchable from www.postgresql.org). Also the is a
Postgresql Readme installed to /usr/doc/postgresql/README. I believe there
is also a FAQ available on techdocs.postgresql.org if you want to build from
source.
Hope this helps,
- Stuart
