To instal PostgreSQL on windows you need to install cygwin
(http://www.cygwin.com). This comes with a pre-built version of PostgreSQL.
You then only need to install the cygipc package
(http://www.neuro.gatech.edu/users/cwilson/cygutils/V1.1/cygipc/index.html)
and run ipc-daemon &. For more details there is the postgresql-7.1.3.README
in /usr/doc/Cygwin.
