pgsql-cygwin@postgresql.org is probably a better list for this (assuming you are wanting the server running). The instructions on building using MSVC are for the client side libraries, for the server stuff you need cygwin. I just checked and the latest cygwin does seem to come with postgresql. However its worth noting that it installs to a different place than the tarball's default. I do know that there was a problem with compiling psql against readline 4.2 in postgresql 7.1.2, but I'm not sure if that is the case with 7.1.3 . Also I can't remeber the exact error but the socket error does look vaguely familiar from when I upgraded to cygwin v1.3.3.
