If you do:
chown -R <username> data
to wherever you put the data directory (eg /usr/local/pgsql) then this
should change ownership to the user specified (IIRC). However I believe it
is currently advised to setup as root (I'm not sure on this though so best
to check).
It is advised to actually run the postmaster as an unprivilidged user so
that if someone manages to run abitery code through perlu or something then
the damage will be limited.
To create a cygwin user create a user in windows then execute mkpasswd -l
>/etc/passwd from the bash command line IIRC.
