phppgadmin has moved to sourceforge.
On windoze I tend to use pgadmin which is available at:
http:\\pgadmin.postgresql.org
I think this comes with the latest ODBC driver, but if not then it is
available at:
http:\\odbc.postgresql.org
You'll also need mdac v2 or later (I think) available for download from
microsoft. Probably already have if you have IE5 or later (could be wring on
this).
