I only download the pgadmin4-4.19-x86.exe and install it. The issue is that it works when I use Pgadmin in UC, Berkeley. 

What works or doesn’t work at school is largely immaterial.  If you want a server on your local machine you need to install it.  PgAdmin is only a client.
