I've installed CentOS 7 from CentOS-7-x86_64-Minimal-2009.iso. And then I did:

# yum -y install epel-release
# yum update
# yum install -y https://download.postgresql.org/pub/repos/yum/reporpms/EL-7-x86_64/pgdg-redhat-repo-latest.noarch.rpm
# yum install -y postgresql96-server
# yum install -y postgresql96-contrib

 You could try using --skip-broken to work around the problem
 You could try running: rpm -Va --nofiles --nodigest


FWIW, I have no issue installing PostGIS 3.0. There's no 3.1 package (which I need), and the 2.3 package can't be installed.
