You need the "postgresql13-contrib" package as well.

Normally new extension versions (at least for the core contrib modules) are provided with each major version release, so that will be take care of when performing a major version upgrade.
If you do ever need to update an extension, the process is: - install new binary - execute "ALTER EXTENSION UPDATE" - if the extension provides a shared library, PostgreSQL will need to be restarted to activate the new library
