I think previously also the same test failed but not as consistently
as it is now.  I see that consistently the same test case is failing.

One of the buildfarm logs [1] seems to indicate that it started
failing after commit 95f43fee9  On Windows, wait a little to see if
ERROR_ACCESS_DENIED goes away).

I haven't done any detailed analysis, so I could be wrong as well.
